Although people say well, "It is busy", what thing is it with "it is busy" primarily?

Although it regards that it is impossible for absolutely to carry out by "there is no time", "for it to do in many cases etc.", etc. and one person as it being in the state currently held, considering the formation of a Chinese character, it seems to have written "The heart is lost."
